THE TOOL TO ASSESS AND IMPROVE YOUR PROGRAM

The 2024 Sustainable Procurement Barometer is a unique self-diagnostic tool to assess and improve your sustainable procurement practices. Developed by ECPAR in partnership with Université Laval, University of Ottawa, and ITHQ, it relies on the latest scientific advances and international standards (ISO 20400). By completing the online questionnaire, you will receive a Results Sheet, highlighting your maturity level and improvement areas. To go further, take advantage of personalized support from ECPAR’s advisors.

Your Results Sheets will allow you to:

  • Measure the maturity level of your sustainable procurement practices
  • Compare your performance with other Canadian organizations
  • Enhance your approach with practical recommendations
  • Track the progress of your practices over time by repeating the assessment in 1–2 years

This structure, developed in collaboration with Université Laval, University of Ottawa and ITHQ, facilitates the implementation of your sustainable procurement approach by following a process-management logic.

The four components are:

  • Vision and issues
  • Commitment and governance
  • Implementation
  • Measurement and disclosure

Each indicator is evaluated according to a maturity level system.

To obtain an in-depth diagnostic, call on the expertise of ECPAR’s advisors. Since 2011, we have been supporting our clients with a collaborative approach and learning by doing, involving all stakeholders: supply chain actors, internal requisitioners and project managers.

Based on your Barometer Results Sheet, our support includes a detailed analysis of your results, an in-depth review of your documentation, and a clarification meeting with your internal stakeholders. We provide you with a Diagnostic Report that includes findings and tailored recommendations.

The Sustainable Procurement Barometer Reports

Every four years, with the new edition of the Barometer, we publish, in collaboration with our research partners, the Sustainable Procurement Barometer Report.

From October to December 2024, organizations in Quebec and Canada of all sizes and sectors responded in advance to the 2024 Sustainable Procurement Barometer questionnaire. Their contributions made it possible to collect exclusive data, update the portrait of sustainable procurement practices in Canada, and identify the main levers of progression on which organizations should concentrate their collective efforts.


The 2024 Sustainable Procurement Barometer Report is now available. For the first time, it will be complemented in 2026 Winter by sector-specific reports dedicated to public organizations, SMEs and the food sector.
